Tenran Observatory sits directly beside Rokko-sanjo Station at the crest of the Rokko Cable Car, making it one of the most effortlessly reached high vantage points above Kobe. By day, the terrace opens onto a sweeping panorama of the city and its crescent bay; after dark, that same view transforms into the luminous spectacle locals call the ten-million-dollar night view: a glittering spread of port and cityscape that fully earns the nickname. The observatory is open daily from 10:00 AM through to 8:45 PM, leaving a comfortable window to arrive in daylight, watch the city shift through dusk, and stay for the full night panorama: a sequence that rewards a single, unhurried visit at any time of year.
