Tenran Observatory sits directly beside Rokko-sanjo Station at the crest of the Rokko Cable Car, making it one of the most effortlessly reached high vantage points above Kobe. By day, the terrace opens onto a sweeping panorama of the city and its crescent bay; after dark, that same view transforms into the luminous spectacle locals call the ten-million-dollar night view: a glittering spread of port and cityscape that fully earns the nickname.
